Here, there and everywhere: a resignification of borders through the institutionalization of social health policies in MercosuR

In view of the globalization of contemporary health crises during the Covid-19 pandemic event, much has been debated about the role of regional integration in achieving coordinated actions between nations in border areas. Research on how the Southern Common Market (MERCOSUR), in times of pandemic, could contribute in the interim is, therefore, the objective that fosters this research. The justification for this study finds its main concerns in the inter-governmental nature of the Bloc, which does not support supranational organizations in the search for a common methodological instrumentation. However, even though the growth of the Member States in MERCOSUR and the creation of new members in the organization represent a response to the integration process of the last years, the results of this study indicate that the most promising paths for an efficient interaction are the uniform application of regional law and the development of a MERCOSUR citizenship. Thus, it can be concluded that there is still an unfavorable theoretical institutionalization within MERCOSUR, and that this consideration has followed a historical constant since the birth of the organization, but that emergency interdependence experienced today represents a great opportunity to resignify social health policies in MERCOSUR regions from now on.
