 This review article presents a health policy analysis in border territories, at a time of pandemic. The team of researchers sought to reflect in an objective and synthetic way the way in which the states of Paraguay and Brazil are facing the advance of the Covid-19 pandemic, through the implementation of health policies that from the Paraguayan side, initially has sought to flatten the contagion curve in such a way as to avoid the collapse of the health systems, but nevertheless on the Brazilian side the situation has been reversed, since the government has openly expressed its disbelief at the pandemic, taking governmental measures minimum, which has led to an accelerated and dizzying mass contagion, making Brazil the epicenter of the pandemic in a few weeks. The objective of the article is to reflect the experiences of residents of the twin cities (Foz / CDE) in the context of the Covid-19 pandemic, regarding the responses provided by both states to guarantee their right to health. With a qualitative, descriptive, analytical and cross-sectional methodology, as a technique a bibliographic survey was implemented on the legislation in force at the national and international level that guarantee the rights of people residing in border areas, especially those referring to the right to health , we will describe the health measures taken by governments in the face of the advance of the pandemic and their impact on the lives of citizens, then we will analyze the restrictions imposed, their legality and the perceptions of the inhabitants of twin cities.
