n the Statute of Citizenship, rules were established to support regional mobility, socio-political rights and aspects of the education sector. Through a decision of the CMC (Dec. 2010) the foundations were established for the creation of a work horizon towards the year 2021, which also included its Associated States.
Although the results were not always free of complexities, important advances have been made through normative consensus at the intergovernmental level. The relevance of the advances associated with free mobility through the ARM (Residency Agreement MERCOSUR), which is part of the Statute and is deepened through cooperation among States, has contributed to a better implementation of decisions or resolutions promoted from the areas social.
The text describes the nature, relevance and multiple dimensions that are consolidated at the regional level in terms of citizenship. In this context, it is argued about the relevance of the citizens’ agenda, which should be considered as part of the strategic agenda of the bloc. It can also be considered among the genuine achievements of MERCOSUR, since it has been the result of the commitment of the States that make up the regional space around migration regulation and regional mobility; and can be considered as inspiration for other regions of the world. - Downloads
