Records in state modernization: lessons from public management in Buenos Aires Province

The strengthening of administrative and social registries constitutes one of the pillars for consolidating more inclusive, interoperable, and transparent social protection systems in the Mercosur region. This article analyzes two experiences developed in the public administration of the province of Buenos Aires (PBA) — the hospital triage system and the Single Registry of Gender-Based Violence Cases (RUC) — with the aim of identifying the institutional, technological, and organizational factors that influence the creation and sustainability of sectoral social registries. Based on a qualitative and comparative approach, involving direct observation and documentary analysis, the phases of the development, implementation, and monitoring process of both systems are examined, highlighting the common lessons learned related to strategic planning, technological governance, change management, and organizational culture. The article proposes a methodological systematization for the design of social and/or administrative registries in the public sector that articulates technical and social dimensions: institutional diagnosis, conceptual definition, technological development, training, and follow-up. In light of the analyzed experiences, there is a reflection on the need to move toward a modernization of the State understood as a process of technological innovation accompanied by cultural transformation in response to new social demands. These conclusions are consistent with the regional challenges of Mercosur concerning the consolidation of dynamic, inclusive, and resilient computerized registries.
