Abstract

The increasing frequency and intensity of extreme climate events in Latin America demands institutional innovations that strengthen local response capacities. This study comparatively analyzes municipal social registry systems implemented in the region to propose an anticipatory climate risk management model adapted to the Paraguayan context. Through a systematic documentary review, 41 technical and institutional documents from six Latin American countries that have developed social registries with climate vulnerability components during the 2015-2023 period were examined. Directed content analysis identified six critical dimensions that shape the effectiveness of these systems: multilevel institutional architecture, technological interoperability, dynamic updating mechanisms, community participation, territorial targeting, and financial sustainability. Findings reveal that the most robust models articulate decentralized governance with unified national standards, implement technologies adapted to heterogeneous local capacities, and establish continuous updating protocols through active citizen participation. For the Paraguayan context, a municipal registry model is proposed that integrates four fundamental components: georeferenced identification of households in situations of socio-environmental vulnerability, multidimensional characterization of exposure to climate threats, assessment of local adaptive capacities, and automated protocols for response activation to early warnings. Implementation of this proposal requires systematic strengthening of municipal technical capacities, establishment of multilevel financing mechanisms, and development of regulatory frameworks that balance personal data protection with the imperative of anticipatory action. The results contribute to the regional debate on effective decentralization of risk management and offer an operational framework for the territorialization of climate adaptation policies.
