Assertive communication and strengthening of social registries: experiences from an interinstitutional agreement in Paraguay and its projection in Mercosur

Social registries are essential tools for strengthening social protection systems in Mercosur countries, as they enable the identification of vulnerable populations and the efficient allocation of resources. This study aims to analyze the role of assertive communication in the articulation of social registries within the framework of an inter-institutional agreement between the Ministry of Public Health and Social Welfare, the Social Security Institute, and the Municipality of Yhú, Paraguay and Taiwan. Using a qualitative-analytical approach, the research employed documentary review, semi-structured interviews, and administrative data analysis to examine the transition from paper-based to interoperable digital systems (HIS and SIH), which recorded 16,256 consultations between October 2024 and August 2025. The results show that territorial coordination, the use of interoperable technologies, and assertive communication strengthen transparency, efficiency, and social inclusion in public management. Moreover, inter-institutional coordination fosters sustainable technological innovation processes by promoting trust, legitimacy, and institutional continuity. In conclusion, when supported by effective communication strategies and institutional cooperation frameworks, social registries become key pillars for the modernization and sustainability of social protection systems in Paraguay and across the region.
